The new regulations are designed to:

Key Requirements

Pre-Arrival Planning

Shipping agents must complete onward transportation arrangements before vessel arrival, including confirming the final destination and designated logistics provider.

Maximum Port Stay

Transit containers must leave the port within 15 days after discharge.

Shipping Agent Responsibility

Shipping agents remain fully responsible for ensuring cargo reaches its final destination, regardless of the transportation method or third-party carrier used.

Handling Operational Disruptions

If a shipment cannot continue its journey, the issue must be resolved within 7 days, either through rerouting or re-exporting the cargo.

Penalties for Non-Compliance

Failure to comply may result in:

• Refusal to discharge or store transit containers.
• Suspension of future transit container acceptance.
• Additional storage and handling charges.
• Mandatory relocation of containers at the agent’s expense.
• Financial penalties under applicable regulations.
