Revised Rules of Origin Between Egypt and the EU: Which Countries Are Covered?

The rules governing the preferential origin of goods traded between Egypt and the European Union have been updated under the EU–Egypt Association Agreement.

These revised rules are important for exporters, importers, manufacturers, customs professionals, and logistics companies because the origin of goods can determine whether a shipment qualifies for preferential tariff treatment.

What Are the Revised Rules of Origin?  

Rules of origin determine whether a product can be considered as originating in a particular country for preferential trade purposes.

In simple terms, they help determine whether goods qualify for benefits available under a trade agreement.

The EU and Egypt updated Protocol 4 of their Association Agreement through Decision No. 1/2024 of the EU–Egypt Association Council. The decision replaced the previous Protocol 4 and introduced an updated framework for determining originating products and administrative cooperation.

The revised framework is designed to modernize origin requirements and facilitate preferential trade between Egypt and the EU.

Which Countries Are Covered?

According to the country classification provided for the revised rules, the 27 EU Member States are covered under the EU–Egypt Association Agreement.

Which Countries Are Not Covered?

EFTA itself confirms that the EFTA–Egypt agreement currently does not contain a dynamic reference to the revised PEM Convention, meaning it remains under the applicable separate origin framework.

What Is Cumulation?

However, the applicable cumulation possibilities depend on the relevant legal framework and the rules applying between the countries involved.

This is why businesses should not assume that materials from every European country can automatically receive the same treatment.
